This system exists to observe, record, and analyse population-level behavioural patterns within wagering markets, with the explicit objective of: • understanding risk emergence, volatility, and exposure dynamics at scale • contributing to harm minimisation through measurement, not intervention • providing a neutral evidentiary base for future policy, compliance, and research use The system is not designed to: • influence individual behaviour • optimise wagering outcomes • encourage participation in wagering • replace regulatory or operator decision-making The system's primary output is knowledge, not action.

From inception, the system is designed to operate under the assumption that: • it may never be monetised • it may never be endorsed • it may be scrutinised under hostile interpretation • it must remain defensible even if misunderstood Accordingly, all architectural decisions prioritise: • correctness over adoption • restraint over capability • neutrality over usefulness • longevity over speed The system must remain valid even if it stands alone indefinitely.

The system observes markets, not people. Specifically, it observes: • price movements • volume distributions • timing patterns • volatility regimes • concentration effects • aggregate exposure dynamics All observations are: • non-identifying • population-level • derived from aggregated inputs • time-indexed The system treats behavioural patterns as emergent properties of markets, not attributes of individuals.

The system does not, under any circumstances: • identify individuals • track individual wagering histories • segment or profile users • generate personalised outputs • issue behavioural prompts or nudges • provide betting advice or recommendations • optimise for engagement, retention, or spend • automate or suggest interventions The absence of these functions is intentional, not a limitation. Any feature requiring individual-level inference is out of scope by definition.

The system contributes to harm minimisation indirectly by: • detecting early indicators of population-level risk escalation • identifying structural conditions associated with harm emergence • enabling evidence-based discussion rather than anecdotal response • supporting future interventions designed by appropriate authorities The system does not: • determine harm • label behaviour as harmful • trigger enforcement or intervention Harm minimisation is achieved through measurement and transparency, not control.

The system is designed to remain institutionally neutral. It is: • not aligned to operators • not aligned to regulators • not aligned to advocacy positions • not aligned to commercial outcomes Neutrality is preserved through: • conservative methodology • explicit limitations • public documentation of assumptions • absence of incentive-driven optimisation

The system is considered successful if: • its outputs remain defensible years after publication • its methodology withstands hostile review • its historical record cannot be replicated quickly • its existence does not require justification Adoption, revenue, recognition, or praise are not measures of success.

This system is not built to be impressive. It is built to be correct. Correctness is sufficient.
